  Chief Secretary of the Ministry of Education, Professor Po-Chiao Lin, Delivers Keynote Speech on Bilingual Learning Environment Development at Kaohsiung Medical University

    Kaohsiung, Friday, September 26, 2025 — In support of the Ministry of Education’s Bilingual 2030 Policy, the Department of Medicinal and Applied Chemistry at Kaohsiung Medical University (KMU) welcomed Chief Secretary of the Ministry of Education, Mr. Po-Chiao Lin, for a keynote speech titled “Sharing Experiences in Developing Bilingual Learning Environments in Higher Education.”

   The event attracted strong participation from faculty members and sparked enthusiastic discussion on the future of bilingual instruction in higher education.

   In his address, Chief Secretary Lin outlined the MOE’s strategic goals and support mechanisms for promoting bilingual education, emphasizing the importance of academic English proficiency for students’ research and career development. He encouraged students to take the BEST Test of English Proficiency (BESTEP) as a means to strengthen their language skills and interdisciplinary capabilities.

   He also shared the bilingual education practices of National Sun Yat-sen University, including incentives for departments to launch English-medium instruction (EMI) courses, adjustments to curriculum structures, and the recruitment of new faculty to meet teaching needs. Lin noted that student interest in EMI courses was especially strong in northern Taiwan, prompting a targeted recruitment strategy in that region.

   The session concluded with an interactive Q&A, where Deputy Vice President for Academic Affairs Prof. Jwu-Lai Yeh, Director of the Registration and Curriculum Division Prof. Tusty-Jiuan Hsieh, Department Chair Prof. Genin-Gary Huang, and Prof. Hsuan-Ying Chen engaged in meaningful dialogue with Chief Secretary Lin on topics such as curriculum design, resource allocation, and EMI program implementation.

   The event provided faculty and students with valuable insights into Taiwan’s bilingual education policies and strategies, laying a strong foundation for KMU’s continued advancement in bilingual teaching and global engagement.
